This ACLU Report, Agents of Chaos and Cruelty, describes and summarizes 1200 immigration enforcement actions (from Jan-Dec 2025 in 8 states (AZ, CA, CO, FL, ILL, LA MA, NM)).
It describes a systematic breakdown of professional norms in federal law enforcement which undermines community turst in local police and federal authorities.
Especially important is the Executive Summary and financial charts (page 13) and expansion of ICE personnel (page 14).
Recommendations include:
- Remove immigratino from DHS and set up a separate, Cabinet-level organization for immigration
- Dismantle the deportation policing force
- Hold federal authorities accountable for abuse without impunity
- State and Local governments should limit participation in immigration, limit racial, ethnic, and religious profiling, and allow for civil law suits against all government personnel while setting up help-lines and funding for legal representation for immigration matters.
